Frank Santos, J.D.
CEO & President
Frank Santos combines deep expertise in public policy, law, and strategic communication to help businesses and organizations achieve their legislative, regulatory, and business objectives. Since launching Santos Alliances, Santos has earned the reputation as the state’s top Hispanic lobbyist. In April 2006, the San Antonio Express-News named Santos Alliances as the number two lobby firm in Texas and named Santos himself as the number three lobbyist in the state.
Prior to founding his own firm, Santos served as president of the health care business unit of HillCo Partners, director of state affairs for Monsanto Corporation, and associate director for legislative affairs for the Texas Medical Association. In 1996, Santos co-founded the Texas Health Care and Bioscience Institute, an organization formed to research, develop, and advocate policies and actions that promote biomedical science, biotechnology, and medical device innovations in Texas.
Mr. Santos has a J.D. from St. Mary’s School of Law and a B.S. from the University of Texas. He currently serves as Chairman of the Board of Directors for the Senate Hispanic Research Council. He previously served as a board member for Hispanic Business Alliance, Texas Lyceum, the Coalition of Texans with Disabilities, the American Diabetes Association and Ballet Austin.
Billy Horton
Billy is unique in his ability to provide an unparalleled grass tops and earned media component to any public affairs campaign. Mr. Horton has generated more than 48,000 contacts and letters from key influentials to members of Congress, state legislators, commissions and agencies as part of targeted grass tops efforts. Additionally, he has been responsible for creating a large quantity of earned media in the form of printed letters to the editor and op-eds that have appeared in newspapers and publications throughout Texas and many other states in the country. Utilizing the latest in public policy technology he has developed a network of more than 60 field professionals throughout Texas and the Southwest who are trained and capable of disseminating information, and educating constituencies so that they can deliver astute, intelligent, and clear messages to legislators or public policy officials.
With over 40 years of combined public policy, political and campaign experience, Billy has participated in or managed numerous successful legislative and political campaigns. He is a Texas native with vast experience in Texas and neighboring States as well as significant experience in 18 other states throughout the country. His expertise has been employed by numerous fortune 500 companies on issues ranging from electric and telephone deregulation to funding for nuclear powered submarines to changing laws and regulations concerning the Bio-solids industry.

William Fox has over 38 years within the world of Government Affairs, Political Affairs and the Economic Development venue. Throughout those years, Fox has shown an aptitude for finding the right solutions for whoever he has worked with. Whether it was working for a Congressman who ultimately became the Chairman of the Ways & Means Committee, running a statewide field operation for a Presidential contender or managing the operations for one of the most worldwide recognized Governors in the world, Fox always found the common ground for his employer or client.
During his work, Fox has built coalitions of diverse minded entities to successfully win school bond elections, regional issues such as a new Bronco football stadium, a new light rail line, educated consumers how to participate in the political process and leveraged relationships at the statehouse. The key to all his successes has been the ability to navigate the needs of those around him and entrust smarter minds to fulfill the mission.
Foxes work has allowed him to hone his skills of time management, budget overview, labor management and all things related to economic development.
